There is a tcl-postgresql73 package, but no tcl-postgresql74.

I made one for my own use by copying the tcl-postgresql73 package,
replacing some 73s by 74s in the Makefile, and adding
${WRKSRC}/src/port to BUILD_DIRS to make it find -lpgport when
linking.

Would it be OK to commit this?
