Subject: Where is CFLAGS set?

Hopefully an easy question, but I just cannot find it:
In my mk.conf I have
CFLAGS+= -m486 -O3
Now /usr/local/pkg/bin/bmake show-vars VARNAMES=CFLAGS
yields -O2 -m486 -O3. Where is that -O2 set?
