I am wondering where $IMAKE aktually gets used.
pkgxmkmf calls imake, which should the buildlink wrapper
work/.wrapper/bin/imake.
That one however, on my system at least, has cmd="/usr/bin/X11/imake",
i.e. the system imake is used. This means that $IMAKEOPTS, which is
integrated into $IMAKE, is not used at all.

Could that be an issue of mk/wrapper/bsd.wrapper.mk?
Is work/.wrapper/bin/imake supposed to contain $IMAKEOPTS?
