Well, AFAIU if pkg_delete leaves some non-config files in /usr/pkg like 
"pkg_delete -r kdelibs" does this is the good point to check the package 
itself and probably fix it a bit.. :) Though i agree, in some [quite 
many] cases really clean package removal can be done only with rm.

BTW some packages put data/log files in /var too.
