At exactly this point in time, it is "commit to HEAD", observing
the administrative restrictions currently in place, since as far
as I know, pkgsrc-2004Q4 has not been branched yet.

After it has been branched, the procedure is "send tested pull-up
requests to pullup-pkgsrc@NetBSD.org" if you're a developer
(which you are).
