I was asked about this off-list. Yes, I must get it installed manually
(bunzip2, tar, and create the PKG_DBDIR entries). But once I have my
minimum system installed, then I use pkg_install tools to update from then
on -- that is why I want pkg_install to be a package.

(My custom pkg_add allows me to reinstall pkg_install without
pkg_delete'ing it first.)
