I wonder if Packages.txt should have guidance about packages where
free software (meaning no ACCEPTABLE_LICENSES+= is needed) can depend
on non-free software.  I'd say unless the free software would be
useless or nearly so, including non-free stuff should be optional with
a preferences define.
