1326 bytes. It probably downloaded a webpage.

For your quick workaround, add "/old/"  to end of the MASTER_SITES.

It is now at
ftp://ftp.remotesensing.org/pub/libtiff/old/tiff-v3.6.1.tar.gz

NOTE: there are security issues in 3.6.1.
