tech-pkg: where is ${IMAKE} being used?

I just cannot figure it out: where is ${IMAKE} actually being used?
pkgtools/xpkgwedge's xpkgwedge.def defines ImakeCmd simply using imake,
and at least on my machine this is exactly what is being used in the
configure stage for packages that have USE_IMAKE set.
