The buildlink3 system uses pkgsrc/net/libpcap/builtin.mk to figure out if
native or pkgsrc version of libpcap should be used.
You could try setting PREFER_NATIVE+=libpcap

OpenSSH used to have UPDATE_INTREE_OPENSSH. But that overwriting in tree
was removed with the comment: "pkgsrc really has no business trying to
update parts of the base system."
