It's not inconsistent, bsd.builtin.mk checks the BUILDLINK_PACKAGES var, and
libiconv's buildlink3 uses this:
BUILDLINK_PACKAGES:= ${BUILDLINK_PACKAGES:Niconv}
BUILDLINK_PACKAGES+= iconv
So libiconv is not valid.
