I've been out of touch for a while started have started working on
creating some new packages (with no intent to commit during freeze). 

I just wanted to confirm that the documentation that says `Replace
/usr/local with ${PREFIX} in all files (see patches, below)'. is still
the right thing to do.  Or is there some new automagic method now?
