Direct dependencies are more than only opencdk:
emulators/libspectrum
mail/wmbiff
security/gnutls
security/gsasl
security/libksba
security/opencdk
wip/gnupg-1.9

Since, when the switch was flicked to non-recursive, nobody bothered
to check if every package includes all its direct dependencies' bl3 files,
I think it's far too early to follow that reasoning. Though it would
be nice if we would get to a point where it was true....
