Partly.

par2 offers rebuild (read-only) usage of PAR1 volumes, but cannot *create*
PAR1 volumes.  Granted, PAR2 is rapidly becoming the standard and most folks
don't want to create PAR1 volumes anymore -- but no, par2 is not completely
backwards compatible.
