it is not only required for bootstrapping. net/tnftp has been in
pkgsrc ever since lukemftp was renamed to tnftp. the sources are
just there in extracted form now so that they are available when
bootstrapping.
pkgsrc/bootstrap only contains bmake/ because devel/bmake is a
newer version and has not yet been made to work with pkgsrc on all
platforms, everything else is taken from the relevant directories in
pkgsrc.
