 From Jeremy's mails, the PKGREVISION bumps might
have been unnecessary with tiff.

   In my hypothetical example, I was just assuming
that there was an incompatibility that caused
xpaint-2.7.0 compiled against tiff-3.5.4 to cease
working with tiff-3.6.1 (this may not be the
case in reality).
