IIRC RUN_DEPENDS was removed for a good reason, please check the CVS log
for the reaseon (and probably tech-pkg archive from the same time, for
possible discussion). It did something different than what you're having
in mind though.

The kind of "optional" (weak, lesser, ...whatever you name it) depends was
thought about several times, maybe check the archives for discussion.

For the feature, I think it'd be nice to have. But make sure it really
works in a binary-pkg-only world where no pkgsrc is available.
