Hello,

db4 is too big to be included with apr by default. If subversion requires
apr with db4, then make a separate package for apr with db4, let
subversion require that, and let Apache 2 use either.

Apache is already including Perl, which makes it a tedious compile on
slower architectures; the fact that db4 can take hours to compile on its
own and that it is broken on PowerPC suggest that it should not be the
default.
