tech-pkg: digest not installed with pkg

Hi,

I noticed that on a virgin 1.6.2rc3 system, digest doesn't get installed
with pkg_install. But any packages subsequent to pkg_install expect it and
fail while trying to run digest.

Does anyone care to fix this?
