There are a lot of packages which completely ignore build environment such
as CFLAGS, LDFLAGS etc.

Rather than fixing each and every one of these packages (read: lots and
lots and lots of patches), would it be sensible to use buildlink3 to force
feed these variables to the compiler/linker where necessary?

I would envisage this being conditional on a variable set in a package
Makefile.

The implementation should be easy enough with buildlink3.

Should we do this? Are there any better solutions to the problem?
