Maybe you can get libtool to force them to be named .so. (Will that work?)

Have a look at pkgsrc/devel/libtool/patches/patch-aa for some ideas.

(That reminds me that after pkgsrc freeze I need to commit my BSD/OS fixes
for this too.)
