Just noticed that Replace (was upgrade) is in lib.h, but not globals.c. 
Shouldn't this be in add.h, or is there a plan to add this to other 
utilities?

In FreeBSD, the -r checks PACKAGESITE and PACKAGEROOT.  Should those be 
used?  Or for NetBSD consistency, PKG_SITE and PKG_ROOT?

Is there a preferred method for determining the nearest NetBSD mirror?

In FreeBSD, the package locations are a per-version pre-compiled list.  

In NetBSD, it appears they are always found in /pub/NetBSD/packages.  
That's certainly easier to code, but can it be depended upon?
