I was looking at PR 23165 and I noticed that the xpdf-* packages for
different locales like korean and arabic have DEINSTALL scripts to remove
part of xpdf configuration, but they don't have any INSTALL script.

For example, print/xpdf-thai/Makefile has:

post-install:
        ${CAT} ${WRKSRC}/add-to-xpdfrc >> ${PKG_SYSCONFDIR}/xpdfrc


The installation is done via the Makefile for pkgsrc, but no
configuration done if using a binary package.
