This seems to happen on some NetBSD systems, too, but I can't remember the
exact circumstances.  There's a PR open on it.

A possible workaround would be to add

CONFIGURE_ARGS+=	--disable-nls

to lang/gcc3-c/Makefile.common and rebuild both gcc3-c and gcc3-c++.
