This is similar to my PR #20453 where I mention devel/gtexinfo as one of
several examples of needing a curses. (There was discussion on the list
around early this year, but this was never fixed.)

I haven't look at this for a while, but maybe devel/ncurses/buildlink2.mk
can help.
