tech-pkg: buildlink dependency on libGLw.a

I have a package that depends on libGLw.a.  On a 1.6.1 system this is
part of the xcomp distribution.  However, the buildlink process does
not include this file among the links in lib.  I suspect this is
because neither x11-links nor MesaLib reference the file.

What is the correct solution to getting a link to libGLw.a in the
buildlink directory?
