This is a little OT, but...

I have apcupsd up and running, all happy.  But whenever I restart the
machine, it will not start back up.  It hangs the boot sequence for quite
some time (I have not ha dthe patience to wait for it to give up, if it ever
would).

This has happened before, and after some fiddling, I have got it back up.
Usually fiddling with minicom.  I assume I accidentally do something right
in that fiddling.

Is there some kind of setting for the tty that I need to do?  I have not
tinkered /etc/ttys, so there is no getty running there.
