No, "*-1.6U" should be equivalent, collating-wise, to "-1.6.21" - all
letters are case-insensitive, and are equivalent to their numerical
counterpart.

For the source, see src/usr.sbin/pkg_install/lib/str.c, in the
mkcomponent() function.
