The notes say this "needs work". Does anyone have a list of what's needed?

The excuse that we can't binary package because we can't distribute it 
(as part of the log for 1.14 claims) doesn't really hold since we allow
binary packaging of a lot of things which have distribution restrictions.
This is still useful for packaging in-house to copy around for instance.
