We currently have the following packages under "devel" that are
cross-development tools...  and clearly *cross* development, as they're
either for 8051/PIC/AVR/Z80/etc, which I don't expect to see NetBSD
ports for anytime soon, or target other operating systems, like PalmOS
or Win32. 

I propose to move these from the crowded "devel" category to the rather
bare "cross" category, which seems more appropriate. Comments?
