Perhaps:

COMMENT="Standard POSIX portable archive handling tool"

The most important facets of PAX are that it's "Standard", and that it
reads and writes "portable archives".  The directory copying bit is
rather tertiary at best, especially on systems with POSIX "cp -R", with
its abitlity to handle other archive formats secondary at best.
