Can we consider having scheduled pkgsrc mini-freezes?

For example, a mini-freeze was done in 1998 when it was three months past
the release.

Every three months sounds okay. It has been three months :)

Then we could choose to use the -D (date or other) to use this more
stable and more recent pkgsrc.

And on a related note: where can we read and learn more about pkgviews?
