Recently, more cat page installs were added to bootstrap-pkgsrc,
including mtree.8, but a cat8 directory isn't installed by the bootstrap
process.  This breaks a fresh build.

This fixes, but it'd probably be better if mtree was run first after
being compiled to install the full ${OPSYS}.{pkg,x11}.dist specs.
