I suppose it depends on exactly what you mean by "site", but I think
you've interpreted that almost exactly backwards. _Site_-specific (but
*shareable*, read-only, architecture-independent) data is exactly what
belongs in /usr/share -- so that it can be shared _site_-wide.
(of course if you don't have a central file server for a given group of
machines then the whole idea of /share is purely academic....)
