See pkg-CHANGES-2000.

I'm guessing your complaint is that the distfiles can't be fetched
automatically for a bulk-build? We've never had a policy requiring
that. Maybe it would be a good idea for the BULK stuff to just set
IGNORE conditionally on _FETCH_MESSAGE?
