I don't have this problem with missing man pages on my NetBSD-1.5Y/i386
+ 20010827 snapshot + xpkgwedge system:

	localhost [xv] -> ls /usr/pkg/man/cat1/xv.0
	/usr/pkg/man/cat1/xv.0
	localhost [xv] -> 

Are you sure the problem isn't specific to your system?  I don't recall this
problem ever appearing the the bulk-build results either.
