Yes, that was the intention. If PKG_LANGUAGES is not set, it defaults to
all. Every pkg which does not (yet) support PKG_LANGUAGES, installs all
languages it provides. Binary packages made from i18n packages include all
languages provided by the package.
If someone does not want to install all languages, he has a chance to do so by
installing the package from source (with a suitable setting of
PKG_LANGUAGES).
Using a common variable, it is possible to make a somewhat consistent
selection of installed languages (i.e. the same set for e.g. kde, gnome,
...).
Of course the correct (standard) language codes should be used (not those
used in my example at the top).
