  Just as a side note: Since -- even if we eliminate the files
directory -- the directories are still in the CVS tree, and thus are
still created on checkout (and then pruned), this probably won't buy
us all that much WRT existing packages.

  Perhaps we should have a flag day then and manually purge empty
directories from CVS?
