Subject: /usr/tmp !?!

Folks,
I just saw in pkg_info.1 and lib/pen.c that /usr/tmp may be created if
/var/tmp and /tmp are too full (at least to my reading of the code).
This seems Wrong - /usr/tmp isn't mentioned in heir(7) as a directory
the base system uses (nor maybe even creates automatically!). Given
that we have support for both $PKG_TMPDIR and $TMPDIR, anyone mind if
I delete that particular snippet of code?
Simon.
