Can we please move these kind of checks into the individual xpm pkgs?
Like I suggested initially - export __BUILTIN_XPM or so, and set IGNORE
if it's set. __BUILTIN_XPM should probably be set in bsd.prefs.mk ...

Moving attributes like "don't build under condition <x>" into bsd.pkg.mk
is not the way to go.
