And do what with it?
Config files need more attention than just "um, better don't install
them". Upon install, it might be good to check if a (old?) config file is
already present. If so, it might be good to moove it aside, or even
merge any changes into the new config file. Things like revision control
come to  mind. 

That said, I think config file handling should be done differently, and
not be merged into this proposal.
