I think this is true, and the openssl package should be modified accordingly.

Correct. I'd like to get the conflict with kth-krb4 resolved by not installing
the links, but we need to get consensus first.

No, probably not. Many users will continue to run 1.4.2 (or even 1.3.x?) and as
far as I know, kth-krb4/heimdal/openssl is not even on 1.4.3.
