Hi,

	I notice we don't have any documentation that defines our
policy for which files belong in /etc and which other files belong in
/usr/pkg/etc.  I searched in hier(7), packages(7), and Packages.txt.
Do we actually have a documented policy?  Incidentally, this would
have helped in deciding if pkg/9948 for patching net/netatalk was
correct or not.
