It's probably an oversight, since the PLIST contains an @exec line which
sets up /etc/ssh_host_dsa_key during a binary package install.
I'll send a pr on this...
(Also note that a build of openssh fails in the configure step on an ELF
system using RSARef, due to interlibrary dependence issues... I've got a
replacement patch-aa which, in addition to fixing the original problems
the old patch-aa did, also adds a second iteration to the compile
openssl test compiles, this one adding -lrsaref...)
