This might surprise users. Would there be any sense in adding
	a flag to the pkg_tools to tell them to follow DESTDIR, and
	to ignore it in the default case.

	Someone could be using DESTDIR for some other purpose in their
	environment and could be somewhat confused by finding they've
	just pkg_installed something :)
