See my bsd.pkg.mk proposals from a couple weeks ago.  I proposed a
USE_LICENSE and DIST_LICENSE, which I've partly implemented already in
`newpkgsrc' (my private modified copy of pkgsrc).

Unfortunately, I've started the moving process, so I don't have a whole lot
of time to hack on newpkgsrc until late July.
