When creating pkgsrc Makefile skeletons, should I be including
whatever COPYRIGHT and LICENSE files I find in pkg/PLIST?  They seem
to be necessary if we make binary packages publicly available on
ftp.netbsd.org, but are unnecessary if users compile everything from
source and never use binary packages.  Or am I misunderstanding the
terms of the more common licenses?
