Partly, it is, but it's *updated* often enough that we can't rely on
/usr/share/mk and /usr/sbin/pkg_* to be the right version for the pkgsrc.
(That's why /usr/share/mk/bsd.port.mk became pkgsrc/mk/bsd.pkg.mk).
