AGH!  For stuff like Netscape, PREFIX _should not be /usr_!  These
are optional, 3rd-party packages, and belong in /usr/pkg!

Sigh, I guess it's time for me to reread the last package prefix proposal
and voice all of the objections I apparently missed before.
