tech-pkg: expanding ${PREFIX,X11BASE,LOCALBASE} in pkg/DESCR?

Would this make sense? There's already some postprocessing for $HOMEPAGE,
and some packages jump through some (small) hoops to expand $PREFIX etc.
to the actual path - we could save them the work to do so... any
objections?
